The Murdered and the Murderer

Does Allah determine the murdered person and the murderer since He alone can determine the time of death?

This is the explanation according to my reasoning within Islamic teaching.

Allah chooses amongst the evil people (a person who at that point in time of the murder action has accumulated a high level of evilness and sins, a rebellious person who doesnt heed Allah and does whatever his desires tells him to do) to act out his evilness by killing the person for whom Allah has decreed death.

In that way Allah determines the time and mode of death of the person murdered but is not the one responsible for the evil murder action. The action of murder in islam is a product of a disease i.e the disease of being evil throughout ones life and having a corrupt soul (same goes for the action of rape, child abuse, theft e.t.c). At the moment of commiting the murder his conscience can never stop him because the disease of evil present in his heart will always overpower him. A major evil action is never the spur of the moment but rather a symptom of a chronic evil within the self stemming from a persistent history of living with corrupt ideas and beliefs.

For the innocent killed, his life term is completed (and he will be judged according to the good and bad in his term life and sent to paradise or hell accordingly) and the murderer (whos term is not yet expired) is an evil person who has manifested the symptoms of his corrupt and evil soul.
The murderer can persist on choosing decisions or beliefs which are evil until his life term ends or he can start reflecting on the evilness of his action and the disease in his heart which has caused him to do that murder(his conscience direct's him to reflect on all the sins and ignorance he has lived with in his life) and sincerely and persistently repent(meaning ask forgiveness from Allah and make a sincere resolution never to sin again and always be heedful to Allah).

"ALLAH knows best how death arrives, what time and in what mode"
